Hotmail restricts outgoing messages

This isn’t going to have any effect on spam, since most spam sent with a hotmail return address isn’t actually sent from their server. A web-based mail service such as hotmail can’t send the high volume of email at the speed that spammers typically send it, so they usually use special software that blasts it through an open SMTP relay using bogus return addresses.
